Get to know him first, find out what you two have in common, maybe start hanging out a bit. If you still like him start to give him hints that you like him. Small things, nothing too big. If you need some specific ideas just PM me or something.

If you can't seem to talk to him or something, or are too nervous, just go ahead and show interest in him. If he knows who you are it helps. Just say hi every time you see him or something. That is what my girlfriend did and I noticed and started paying more attention to what she did, and we started talking more and hanging out.
