Hello !
In France, 2 ADSL providers (Neuf-Cegetel and Free) are offering (beside there triplay ADSL offer) a Mobile + Wifi phone plan. You get a "dual" phone which can make GSM call using the cell phoen network, and if it find a wifi hotspot (open of from the ADSL your provider), the call can be made using Voice Over IP. VOIP call are free of charge when you're calling fixed phone in france and major european countries + north america.
In the next month the french partner or Vodafone (SFR) will do the same.
