Car-parking costs rise by 25 percent

LONDON (Reuters) - Car-parking charges have risen by an average 25 percent over the past six years, with towns outside London suffering the highest rises, a survey has revealed.

Motorists in Berkhamsted, Hertfordshire, saw prices for two hours...
